After a bit of tinkering I managed to get Elementary installed.This very helpful guide walked me through installing Freya on a UEFI based system using the rEFInd boot manager instead of GRUB2.

I've not used the Snap version of Spotify, but I just installed the Flatpak version from Flathub and it works with scaling out of the box. That should be much easier than trying to manually edit config files!

I don't think so, Microsoft is not so open about their bootloader and drivers, so its already pretty hard to install anything but Windows, but there is an even bigger issue with your config.
You're using a non-pro surface 3, this means you're running an ARM processor, not an x64 processor. Elementary is, sadly, not available for this kind of processors.
