You can change it by editing the file
sudo -i scratch-text-editor /etc/lightdm/pantheon-greeter.conf
There you will find the line
Add a line to the file something like this:
Logout and you can see the change.
This is due to a permissions bug that occurs when the first time you've run Scratch is as a privileged user. You end up with a directory in ~/.local/share/scratch-text-editor that you don't own.
To fix this issue:
Make sure you don't have any unsaved files in Scratch when run as root (with the sudo command). This fix will delete those files.

Just copy your wallpaper to /usr/share/backgrounds (you're going to need root privileges to do so) and then select your wallpaper from System Settings -Desktop - Wallpaper.

I've encountered this problem before: it's caused by slingshot crashing while backgrounded. There is a very easy way to fix it.
Open a terminal, either from plank or by using the shortcut [super] + [T] and enter:
The next time you click the applications indicator slingshot will restart and work as normal.
The desktop environment used is Pantheon, not Gnome.
And since elementary OS uses Gala (which is based on the Gnome 3 window manager Mutter) - not Compiz - as it's window manager, you can't use the Compiz Config manager: One could say, it's the core of elementary OS.
You can change this behaviour either in dconf editor:
org -> gnome -> mutter and uncheck the box " workspaces-only-on-primary"
or if you do not have installed dconf-editor you can use following terminal commands:
gsettings get org.gnome.mutter workspaces-only-on-primary to check the current setting. Probably it is "true".

Open dconf-editor and navigate to org.gnome.desktop.interface and check the value of scaling-factor. It is probably set to 2 (which is for high density displays) and you should change it to 1. For now, non-integer values will not work.
Attention! Be careful, this is a test version of a packages, use the virtualization or make a backup for future rollback!
