Tested on elementary OS 5.1.7 Hera :
Open terminal
sudo nano /usr/share/lightdm/lightdm.conf.d/40-io.elementary.greeter.conf
add this line at the end of the file :
greeter-setup-script=/usr/bin/numlockx on
save (ctrl+o)
quit nano (ctrl+x) and close the terminal
restart your computer and it supposed to work

You've to add Input method also, And make sure ibus daemon is running on start, then you can alwasy change layout by alt+shitf and change input method by ctl+space(Won't work if ibus daemon not running)

Apparently it works if you set English(US) at first (I don't know why, but English Intl. didn't work for me) and then some other language, the icon magically appears. I had the same issue with EN/PT.
