Are you running wine? If so, try clearing out your virtual C drive. If you have one, it's incredibly unlikely it's anything but a Windows virus hijacking a wine installation. What worked for me was installing the Wicd Network Manager.
sudo apt-get install wicd
You may or may not also need to uninstall the default network manager.
sudo apt-get remove network-manager-gnome network-manager
If /etc/nsswitch.conf has this line:
hosts: files mdns4_minimal [NOTFOUND=return] dns mdns4
I had the same problem and downgrading the libnl packages worked too.
I rebooted using a live USB , downloaded libnl-3-200-3.2.21-1_amd64.deb, libnl-genl-3-200_3.2.21-1_amd64.deb and libnl-route-3-200_3.2.21-1_amd64.deb from http://archive.ubuntu.com/ubuntu/pool/main/libn/libnl3/ , installed it using dpkg -i and rebooted.
Internet should be working now.

Install PIA as seen on the site.
Then edit pia_manager.desktop
sudo nano ~/.local/share/applications/pia_manager.desktop
And alter the line Exec=/home/bats/.pia_manager/pia_manager/run.sh

When you try to connect to a wifi network that requires some sort of login page it will automatically show up. You just need to go to the wifi indicator, press over the network name and the window will appear after a while (it should take less than 5 min).

There are some known issues between Broadcom and Ralink drivers. You can try to remove and purge the first with:
sudo apt-get purge bcmwl-kernel-source
and reboot your system.
If you hate reboot :P , you can try:
sudo modprobe -r rt2800pci
