I had the same error while being in legacy mode. My fix was to change the BIOS to read a different file than its default in the folder /efi/boot on the usb-stick. To do that I had to create a new boot option as depicted on the photo. My laptop a is a Dell Inspiron 3583.

I was able to fix this by inserting the USB drive (with the elementary iso) into another Linux machine running on it and typing the following : efibootmgr --create --label Elementary --disk /dev/sda1 --loader "\EFI\boot\grubx64.efi" This is assuming the USB is showing up as sda1.

I got it to work... I must have done something incorrect when I installed grub the first time. After much internet searching, I found someone who had done something similar and I partially followed their instructions https://gist.github.com/umpirsky/6ee1f870e759815333c8

It's possible a problem with Rufus, not with elementary OS. You could download the elementary ISO yourself here: https://elementary.io/ After that you can point to the downloaded image from Rufus. You could also use another tool like YUMI, UnetBootin or Balena Etcher.
