  1. In System Settings > Keyboard > Layout > Compose Key, I set it to Caps Lock. I have the keyboard layout English (intl., with AltGr dead keys).
  2. Install Chromium and Firefox
  3. In Chromium, in the address bar typing Compose Key + Shift + ^ + C results in a system "bump". In the US layout, the ^ is above the 6.
  4. In Firefox, in the address bar typing Compose Key + Shift + ^ + C results in the Esperanto letter Ĉ, as expected.

Is there a way of having the same behavior as Firefox with Chromium in elementary OS?
