I want to stick the wingpanel to the bottom layer (desktop layer) . I tried using xdo in this way

xdo lower -N Wingpanel

also I tried using the PID . none of them seem to work . here is inxi -Fxz of my system :

How can I do this? also I want to turn off the animation when we restart wingpanel . is that possible? I turned off animations in the universal access setting , but wingpanel is not part of that . I use icewm as my window manager.
