When run with OpenJDK 11 from the official Elementary repos Java Swing applications by default use GTK2, while running them with the AdoptOpenJDK binaries they use GTK3.

The GTK3 theme looks very minimal, to the point of having usability issues, for example consider tabs: there is no indication whatsoever whether a tab is enabled or disabled, and there is very little visual indication if a tab is selected or not.

Why is the difference between the default GTK versions used, and why is the GTK3 theme so minimal?
