I've had this issue for quite some time now, even before Juno. So I installed Juno last night, everything went smoothly. The first couple of boots were pretty fast. But then after doing all the updates and everything, it went back to a slow boot time. It takes about two minutes to boot the system.
And it's not that it just takes a long time, I could probably live with that, but something odd is happening as well. So every time I boot, the PC beeps (as it usually does, once) - then I have a black screen for over a minute, then it's almost as if the PC reboots itself and beeps again, and after the second beep the PC boots up pretty fast. So it's almost as if it's rebooting every single time I start the system.

Edit: I have pretty much narrowed it down now. And it seems like it's the org.freedesktop.login1 and org.freedesktop.hostname1 service that are having a hard time getting started at boot:
